About Kopano

Kopano is a nationwide network of work and inclusion companies in Norway, owned by municipalities and dedicated to helping people succeed in working life. Helping people get into (and stay in) work is at the core of Kopano’s mission. Every year, they support 10,000+ people into jobs.

It all started as a bold experiment. Now, the engaging microlearning program created by Kopano is set to be replicated across Norway.

What was the challenge?

Norway is facing a healthcare staffing crisis. In Nordre Follo, the pressure is already real. By 2035, home nursing tasks will double — but there won’t be more healthcare professionals to take them on. The math doesn’t add up.

The municipality needed a way to bring in new people quickly, give them the right skills, and keep care safe and high-quality. Traditional training was simply too slow, too heavy, too rigid.

That’s why they started in home care. It’s where the need is most urgent, and where many of the tasks don’t actually require health care qualifications. With the right training, new helpers could step in quickly and give nurses some much-needed breathing room.

And here’s the twist: almost 700,000 people in Norway are outside the workforce. Imagine if even a fraction of them could find a way back in. And into roles that matter this much!

The question was clear: Could new people be prepared, quickly and confidently, to step into care — and give nurses time to do what only they can do?

The solution

Kopano believed the answer was yes.

Before building anything, Kopano, in collaboration with Nordre Follo and Nyby, went to the frontline. Experienced nurses were asked: “Write down every single task you do in a day (big or small).” Then: “Mark which ones require a nurse, and which don’t.” The result? 54% of tasks could be done by new helpers with the right training. That insight became the baseline for the program.

From there, a small team moved fast. In just three weeks, right across Easter, they set up a digital learning platform with short films, podcasts, and how-to content — and at its heart, interactive scenarios built in We Are. We call them Stories.

These Stories, created by We Are Creative, mattered because home care isn’t just about tasks. It’s about people! Learners needed to practice how to handle sensitive situations before meeting patients in real life. Scenario-based training gave them that chance. For example, one Story placed learners in the home of Anna, a 72-year-old with dementia. They practiced how to introduce themselves in a way that reduced confusion and built trust. If they got it wrong, no harm done. They could try again until it felt natural. Click play to check it out:

Ultimately, participants didn’t just complete a course. They walked away with a competence certificate: proof of their skills and a powerful boost for their future work.
